Roger Kelly serves as vice president of Contracts and Pricing at Newport News Shipbuilding. In this role, he leads a team of professionals responsible for export/import licensing, compliance, and negotiating & administering contracts with the U. S. Navy in support of shipbuilding as well as other support services.
Roger joined the shipyard in 1999 as a nuclear engineer supporting the Virginia‑Class Submarine Program, establishing a strong technical foundation that would anchor his future leadership. In 2004, he transitioned to the Business Management organization, where he became involved in pricing, negotiating, and administering the company’s full portfolio of carrier and submarine contracts.
Over the years, Roger has taken on roles of increasing responsibility to include major efforts across the Virginia class, Columbia class, and submarine fleet support programs. Prior to his current appointment, he served as director of contracts overseeing all new‑construction contracts at Newport News including the Virginia‑Class Block V contract and Ford Class CVN 80 & 81.
A graduate of Old Dominion University, Roger holds a bachelor’s degree in civil engineering and a master’s degree in business administration.
