Dave Bolcar

VICE PRESIDENT, ENGINEERING AND DESIGN

Dave Bolcar is vice president of Engineering and Design for Newport News Shipbuilding, a division of HII, located in Newport News, Virginia. Named to this position in 2020, he is responsible for all ship design, construction engineering, fleet engineering services and test engineering.

Bolcar began his shipbuilding career in 1988 as an engineer in the Los Angeles-Class Submarine Design Division. Since then, he has held several positions of increasing responsibility, including manager in Gerald R. Ford-Class Component Engineering, manager in Columbia Propulsion Engineering, and director of Submarine Engineering. Bolcar led the start-up of the company’s Columbia-Class Submarine Program, including design, engineering, program management, planning and construction. Prior to his current appointment, he served as vice president of Virginia-Class Submarine Construction and was responsible for all aspects of the Virginia-Class Construction Programs.

Bolcar earned a bachelor’s degree in mechanical engineering from Pennsylvania State University. He is passionate about education and serves on Hampton University’s Engineering Advisory Board, the Old Dominion University Batten College of Engineering Leadership Council and the Board of Directors for the Dolphin Scholarship Foundation. He also serves as the Chairman of the National Shipbuilding Research Program Executive Control Board and is the executive sponsor of Newport News Shipbuilding’s Women in Shipbuilding Enterprise (WiSE) employee resource group.
