Kelly joined the shipyard in 1999 as a nuclear engineer supporting the Virginia-Class Submarine Program. In 2004, he transitioned to the company’s Business Management team where he priced, negotiated and administered all carrier and submarine contracts for the company. Since then, Kelly has held positions of increasing responsibility to include the Columbia-class and submarine fleet support contracts. Prior to his current appointment, he served as director of Contracts and Pricing with responsibility for all new construction contracts, including the Virginia-class submarine Block V contract and the 2019 two-ship aircraft carrier contract awards.

Kelly earned a bachelor’s degree in civil engineering and a master’s degree in business administration from Old Dominion University.
