MCLEAN, Va. Aug. 1, 2022 — Global defense and technologies partner HII (NYSE: HII) has been awarded the Decisive Mission Actions and Technology Services task order under the General Services Administration One Acquisition Solution for Integrated Services multiple award, indefinite delivery/indefinite quantity contract. Support under this task order includes technology, development, integration, collaboration and sustainment support. It also includes threat and specialized analysis and analytics support, as well as operations integration and operational effects support.

This task order has a ceiling value of $826 million with a total period of performance consisting of a one-year base period and four, one-year option periods.

“Advancing U.S. national security is HII’s highest priority,” said Andy Green, president of HII’s Mission Technologies division. “We are proud to partner with the Department of Defense and its mission partners to deliver critical integrated technology services to counter and deter current and emerging global threats.”

Under this task order, HII’s Mission Technologies division will support all DOD service components, component research labs, components of the DOD Fourth Estate, National Intelligence Agencies and Combatant Commands.

MCLEAN, Va. (July 25, 2022) — HII’s (NYSE: HII) Mission Technologies division has been awarded a task order to provide spectrum assessments across technical, policy and strategy areas for the Department of Defense Chief Information Officer.

“Spectrum” refers to the range of invisible radio frequencies across which wireless signals travel. Consumers rely on spectrum for daily interactions including calls and the use of apps from mobile devices. The U.S. military relies on spectrum for performance of critical capabilities including military communications, navigation, radar and nonintrusive inspection of aircraft and other equipment. The Defense Department also relies on electromagnetic spectrum for intelligence, surveillance, and reconnaissance applications such as missile early warning and signals intelligence.

HII will support the Chief Information Officer’s Electromagnetic Spectrum Enterprise, Policy, and Programs and advance the electromagnetic spectrum enterprise and management operations by providing technical assessments and facilitating spectrum policy development.

“HII’s spectrum engineers and policy experts have supported the DOD and commercial carrier spectrum bandwidth for more than 65 years,” said Garry Schwartz, president of HII’s Mission Technologies C5ISR business group. “This award reaffirms the strength in our partnership as we continue to accelerate our nation’s electromagnetic spectrum superiority strategy.”

The five-year contract was a recompete win for HII and will have a value of $44 million if all years are exercised. HII was awarded this contract under the Department of Defense Information Analysis Center’s multiple-award contract awarded by the U.S. Air Force’s 774th Enterprise Sourcing Squadron.

PASCAGOULA, Miss., (July 22, 2022) – HII (NYSE:HII) announced today that its Ingalls Shipbuilding division has been awarded a cost-plus-incentive-fee contract for engineering and design from the U.S. Navy for the next-generation guided-missile destroyer (DDG(X)) program.

“We are excited to continue on this path with our Navy and industry partners,” Ingalls Shipbuilding President Kari Wilkinson said. “It provides us a tremendous opportunity to bring best practices and innovation from our experienced engineering team to the design of this important future surface combatant.”

Ingalls Shipbuilding is a major contractor and shipbuilding partner in the Arleigh Burke-class (DDG 51) program that has been in production for three decades. Arleigh Burke-class destroyers are multi-mission ships that can provide offensive and defensive capabilities,  and can conduct a variety of operations, from peacetime presence and crisis management to sea control and power projection, all in support of the United States military strategy.

DDG(X) will be the next generation large surface combatant for the U.S. Navy, and is being designed by a Navy-industry collaborative team consisting of the Navy and both large surface combatant shipbuilders.

NEWPORT NEWS, Va., (July 11, 2022) — HII (NYSE: HII), America’s only builder of nuclear-powered aircraft carriers and leading provider of mission-driven defense technologies, announced today that its Newport News Shipbuilding division has reached a significant milestone in the compartment and systems construction of aircraft carrier John F. Kennedy (CVN 79).

Newport News recently turned over to the ship’s crew the 1,000th compartment of the 2,615 total spaces. The milestone reflects the shipyard’s steady progress toward delivery of the ship to the Navy. Newport News has also installed more than 9.8 million feet of cable, or more than 1,800 miles, of the approximately 10.5 million feet of cable on John F. Kennedy.

The most recently completed spaces include electrical and engineering. This allows sailors assigned to the pre-commissioning unit to increase training on the ship while final outfitting and testing progresses.

“Our shipbuilders are highly skilled, determined and working incredibly hard to bring Kennedy to life,” said Lucas Hicks, vice president, New Construction Aircraft Carrier Programs CVN 78 and CVN 79. “This is about equipping our sailors with the most advanced aircraft carrier ever built for the U.S. Navy. We are proud to execute for the customer, and finalize the remaining equipment, systems and compartments that will bring us closer to delivering the ship to the Navy.”

John F. Kennedy, the second in the Ford class, is scheduled to be delivered to the Navy in 2024. Two other Ford-class aircraft carriers are currently under construction at Newport News: Enterprise (CVN 80) and Doris Miller (CVN 81).

Navy sailors and Newport News shipbuilders mark the 1,000th compartment space turned over to the crew of John F. Kennedy (CVN 79).

The Ford-class aircraft carriers are the first to be designed 100% digitally. Although the ships were designed in a digital environment, paper drawings are still used during the construction process. John F. Kennedy represents a transition to a new digital construction process, with shipbuilders beginning to use visual work instructions on laptops and tablets rather than paper drawings. Enterprise will be the first carrier totally built using the digital tools.

Ford-class enhancements incorporated into the design include flight deck changes, improved weapons handling systems and a redesigned island, all resulting in increased aircraft sortie-generation rates. The Ford class also features new nuclear power plants, increased electrical power-generation capacity, allowance for future technologies, and reduced workload for sailors, translating to a smaller crew size and reduced operating costs for the Navy. Construction processes on Ford-class carriers are enabled by workforce learning that took place on USS Gerald R. Ford (CVN 78) and those lessons are being applied throughout the Ford-class.

As America recognizes the 100-year legacy of aircraft carriers this year, all nuclear-powered aircraft carriers operating in the U.S. Navy fleet today were built at Newport News.

PASCAGOULA, Miss., (June 16, 2022) — HII (NYSE:HII) announced today that its Ingalls Shipbuilding division has received a $240 million, cost-plus-fixed-fee advance procurement contract from the U.S. Navy to provide long-lead-time material and advance construction activities for amphibious transport dock LPD 32. The ship will be the 16th in the San Antonio class constructed at Ingalls Shipbuilding.

LPD 32 will be the third Flight II amphibious ship in the San Antonio class. Ingalls has delivered 12 San Antonio-class ships to the U.S. Navy and has two more under construction, including Richard M. McCool Jr. (LPD 29) and Harrisburg (LPD 30). The Sea Services should grasp the role large amphibious warships will play in a Pacific war. The Navy’s shipbuilding plan should reflect this and include a significant amphibious element to ensure its ability to fight and win in the western Pacific.

The Navy’s 30-year shipbuilding plan reveals a broader fight within the Defense Department. The issue is not simply strategic, but operational and force-structural — how to transform the Navy to ensure it can deter and defeat China in a large-scale Indo-Pacific war. As in World War II, a vital issue is the role of heavy amphibious assault ships in the Navy’s strategy.

The Navy’s current plan is — to understate it — out of touch with strategic reality.

At minimum, the battle force will shrink from its level of just under 300 ships to 280 ships by 2027. The Navy then presents three alternative force structures, each with a “transition” period that expands the fleet to slightly under 300 ships. Under the most ambitious plan, the Navy will then reach 355 ships by 2043; under the other two plans, it will cap out in the mid-320s.

Numbers alone do not tell the whole story. The Navy’s current scheme, under all three of its plans, will include at least 31 amphibious warships by 2032. This nominally aligns with the requirements the Marine Corps has outlined — a force of at least 31 amphibious warships—versus the Navy’s desired 25 amphibious warships.

Two facts must be grasped — the role of amphibious warships in Indo-Pacific strategy and operational planning, and the sort of warships the Sea Services require.

The ship’s sponsor, Alexandra Curry, a resident of Middletown, Pennsylvania, and wife of the Middletown mayor, was unable to attend the ceremony so Program Executive Officer Ships Rear Adm. Tom Anderson, stepped in to declare the keel “truly and fairly laid.”

The keel ceremony marked the start of construction for Harrisburg by welding the initials of the ship’s sponsor into a ceremonial plate.

Harrisburg is being built at Ingalls Shipbuilding and will be the first Flight II amphibious ship in the San Antonio class. LPD Flight II is the next generation amphibious ship to replace Whidbey Island (LSD 41) and Harpers Ferry (LSD 49) classes of dock landing ships.
