Gulf Coast Shipbuilding Impressions

Last week, HII’s Ingalls Shipbuilding division and Breaux Brothers Enterprises, HII’s partner in the production of Romulus 151 vessels, hosted reporters for an inside look at their operations and active construction activities. During the visit reporters had direct access to Ingalls and Mission Technologies leadership to ask questions about HII’s manned and unmanned shipbuilding efforts, as well as initiatives to strengthen America’s industrial base.

Cavas and Chris Servello…a weekly podcast looking at naval and maritime events and issues of the day – in the US, across the seas and around the world. This week…we are joined today by our colleagues at USNI News, Sam Lagrone and Mallory Shelbourne, to talk about what we saw and heard during a week-long tour of shipyards in the southern United States. We visited 11 distinct shipbuilding and ship repair yards over the five days.  Some were familiar, some were entirely new to us, and some were much more than what we expected…

 Shipbuilding Capacity and Innovation Across the Gulf Coast

“The Gulf Coast has significantly more shipbuilding capacity than many national discussions acknowledge… Capacity, capacity, capacity,” Chris Cavas said, noting that several companies they visited “have expansion plans ready to go if there’s predictable demand.”

Mallory Shelbourne (USNI News reporter) agreed, saying the tour revealed “a lot of infrastructure that simply isn’t part of the public conversation.”

Building Unmanned Capability Along the Gulf Coast

The tour began at Breaux Brothers in New Iberia, Louisiana, a family‑owned yard with a long history in aluminum vessel construction. Breaux Brothers is partnering with HII on the 151‑foot Romulus unmanned surface vessel—an example of how smaller Gulf Coast builders and large defense companies are combining strengths to accelerate unmanned production. Cavas highlighted Breaux Brother’s history in the region, noting, “They’ve been around for a long time. Great reputation.”

 Across several additional small and mid‑sized Louisiana yards, the group saw companies already constructing unmanned vessels and preparing for additional commercial and government work. Sam LaGrone (USNI News reporter) described these shipyards as a potential “third gear” of American shipbuilding, positioned between traditional commercial yards and the nation’s major military builders.

Shelbourne pointed to the “untapped potential” of these facilities, suggesting they could support not only unmanned platforms but also smaller naval ships.

These visits also underscored the opportunity for distributed shipbuilding, where qualified partners across the industrial base take on work traditionally concentrated at larger military yards. HII is already expanding this approach, increasing the share of shipbuilding work performed by partners across the country and extending construction of major structural units and modules beyond its two primary shipyards in Newport News, Virginia, and Pascagoula, Mississippi.

Ingalls Operating at a High Tempo

The tour concluded at HII’s Ingalls Shipbuilding division, where the group toured the shipyard and visited amphibious assault ship Bougainville (LHA 8), Flight III destroyer George M. Neal (DDG 131), and the shipyard’s automated steel panel line. Ingalls currently has 13 ships under construction, supported by modernization efforts including robotics, automation, virtual training tools and improved production flow.

The reporters described Ingalls as a busy, highly organized shipyard with major destroyer and amphibious ship programs underway. Chis Servello called Ingalls the “New York Yankees of shipbuilding,” highlighting its scale, coordination and consistent output. Cavas noted how different the yard felt compared to past visits and remarked that Ingalls was “really cooking.”

Capacity Is Available—If Demand Is Clear

Across every stop, the reporters emphasized the same point: the Gulf Coast industrial base has both the capability and the ambition to do more. “The business case is what drives expansion,” LaGrone said. “Industry is ready. Government needs to decide what it wants to buy.”

From family‑owned yards like Breaux Brothers to HII’s Ingalls Shipbuilding, the tour revealed a shipbuilding industrial base that has capacity and is actively investing in technology, developing its workforce and preparing to grow, if given a clear and sustained demand signal.
