Fuller began his shipbuilding career in 1982 as an apprentice welder. Since then, he has held numerous positions of increasing responsibility including chief test engineer, nuclear superintendent, overhaul control engineer, trades director and nuclear construction director, most recently on the USS Gerald R. Ford (CVN 78) Post Shakedown Availability. Prior to his current position, Fuller served as director of Test Engineering in the Nuclear Propulsion division and was responsible for the nuclear test program on all platforms.

A 1985 graduate of NNS’ Apprentice School, Fuller holds a bachelor’s degree in mechanical engineering technology from Old Dominion University and a master’s in business administration from The College of William and Mary. He is a member of the Nautilus Society of Reactor Plant Test Engineers, the Peninsula Engineers Council, and NNS’ Apprentice Alumni Association.
