Jack Norris is director, State and Local Government Affairs for Ingalls Shipbuilding, a division of HII. In this role, Jack is responsible for leading and supporting the Company’s relationships with state, local and regional governmental entities, its interface with community-based organizations, and its partnerships with regional business committees, councils and economic/community development organizations. He also supports HII Corporate-level government affairs programs.
Jack has 20 years of experience in managing federal and state public policy and government affairs initiatives. Prior to joining Ingalls Shipbuilding, he was Senior Program Manager with Covington Civil and Environmental, LLC and served as the firm’s team lead supporting the State of Mississippi’s RESTORE Act coastal restoration program management activities.
Previously, Jack served as President of the Gulf Coast Business Council, a regional non-profit corporation which represents top business executives on issues and projects important to the economy of the Mississippi Gulf Coast. Jack also served in the office of Governor Haley Barbour as Executive Director of the Governor’s Office of Recovery and Renewal, coordinating Hurricane Katrina recovery efforts for the Governor’s Office. Prior to joining the Governor’s Office, Jack served on the staff of former Senator Trent Lott in Washington DC for eight years as Projects Director and Legislative Assistant.
Jack was recognized by The Sun Herald as one of South Mississippi’s Outstanding Community Leaders. He is a graduate of Leadership Gulf Coast and has served on multiple boards and commissions; including, the Mississippi State Port Authority at Gulfport Board of Commissioners, the Southern Rail Commission and the Mississippi Gulf Resort Classic Foundation Board (PGA TOUR Champions event).
